- Each of the 34 provincial CDI’s will receive about $2 billion for local security measures

- $1.5 billion will go to the gender unit within the police force to ensure the active recruitment of women and their successful completion of police training. This gender unit will also operate the family response units.
- $2 Billion for the creation, projects, and activities of a department devoted to ensuring the implementation of gender mainstreaming in all ministries of the government.
Civil Society: $5 Billion
- $1.5 Billion for bilateral aid programs working on promoting citizen action and involvement in civil society groups.
- $2.5 Billion to be allocated for grants to applicant civil society groups
- $1 Billion for the Civil Action Exchange Program
