Security: 450 Billion

• $200 billion will go toward training Muslim International Peacekeeping Force (MIPF) troops in the proper ways to deliver effective and peaceful human security
• $50 billion will go to the Election Regulator Department
• $50 billion will go to the International Criminal Tribunal for Afghanistan
$100 billion will be funneled to villages to form their Community Defense Initiatives
• Each of the 34 provincial CDI’s will receive about $2 billion for local security measures
• An additional $1 billion in incentive development security aid
• $50 billion will be left over
• To be allocated to specific security efforts and will be saved in case of emergency assistance if needed to use against the Taliban or other insurgencies or violence

Women’s Issues: $5 Billion

• $1.5 billion will go to the Women's Microfinance Fund                       
• $1.5 billion will go to the gender unit within the police force to ensure the active recruitment of women and their successful completion of police training. This gender unit will also operate the family response units.
• $2 Billion for the creation, projects, and activities of a department devoted to ensuring the implementation of gender mainstreaming in all ministries of the government.

Civil Society: $5 Billion

• $1.5 Billion for bilateral aid programs working on promoting citizen action and involvement in civil society groups.
• $2.5 Billion to be allocated for grants to applicant civil society groups 
• $1 Billion for the Civil Action Exchange Program
